Internet outage 5 days later

Internet was been down in Boksburg for 4 days due to vandalism. Vumatel declared the job finished when only 90% of the connections were back up. I now sit another day (Day 5) without internet. How does a company fix an issue only 90% of the way. My ISP has now informed me that Vumatel will only fix my issue within 72 hours, which will take my outage to a little over a week. So I will have paid for a week worth of nothing!!!!!!!
