Internet is more off then on

So my line has been down since the start of last week. Had Phillip from Vox give me a call advising there is a line break and they are attending to it. Came back online for a day or two with erratic connection and is down again today. It is ridiculous really. It is as if the wind blows too hard my internet connection goes along with it. When will I be connected with a SOLID connection? When I pay for a service that is exactly what I expect.... SERVICE.
