Installation failer

I ordered a WiFi from vumatel, they accepted my ordered and tracked my location and approved my order and i paid them. They sent a installation technician ,when he got there he asked me how did they approve this order and let me pay because they know very well they cant install where i live and i was confused now. He said he report to them and they called and told me i will be refunded but until today i have not received my money and they're ignoring me now.😡
