Infringement of property rights from vumatel

At the end of May 2019, they dug up our gardens to lay the fibre cabling. They have left a pile of rubble on my pavement and have to date still not made arrangements to collect it. I have been phoning Vumatel sine June month even got a reference number 208996. But to no avail, the rubble has been left here. This is contravening the by laws which they have no respect for and infringing on my property rights. Can you get somebody to come clear up this mess. Do I have to go to the court to get them to do there jobs?
