I just a simple fibre installation

I have requested for fibre installation at my home and the installation team came to advise the maintenance team needs to fix the line at the boundary wall before they can install. They advised the maintenance team will come within a day or two but later the installation request has the status updated to cancelled and no one has come since. In a street of 4 houses here is only one house connected to fibre but you don't want to connect mine. Can someone just come install it please, I would even pay a fee just to get it done asap.
