********** use of my address

VUMAtel has installed WiFi using my address for my neighbor . I am a pensioner and have been trying to resolve this matter since last year .Every time I try applying for WiFi with any ISP I’m told I have an existing line . This has and continues to give me sleepless nights .This ********** use of my address prohibits me to get WiFi to date .
