Fibre line down since beginning of month and still not resolved.

I requested a speed downgrade on my fibre line, the change was made on the 01-10-2023. Ever since my fibre has been down and vumatel keeps passing the buck towards the ISP and the other way around. In the meantime I have to pay foe a service that doesn't work. This is beyond horrible service
