Fibre line active - and I cannot get fiber.

I am trying to get fibre installed at my address in Ferndale. I tried vox, but could not get any luck to date. I tried on the vumatel platform to register an application for a new ISP. I bought the house in June 2022 and have never had a line installed by me. When applying for a service, I get the message that there is an active service on the house. Very funny because there is NO service, no router, no power cable of any kind. No one entered the house sins we bought it. Why do I have a “active” ghost service?
