Data throttling or packaging

This is the second time I complaine. The issue is throttling and data packaging. Im using Hypa via Vumatel, I believe they are packaging or throttling my data. 50 by 100mps just keeps on buffering. Last time they sent a technician, he told me that they were using a wrong cable for my speed, it worked well for couple of days and we are back to square one.
