Coverage map incorrect and then no answers

I checked Vumatel's coverage map in May 2018 and ordered FttH 11/6/2018 where they state that their installation department will contact to schedule within 14 working days.

After 17 days I finally get someone to give me details to be told that my area is still being implemented and will only be live in August.

So they basically sold something that they don't have. They breached their own terms of sale. Is this even legal?
