Nearly a month and still no wifi

I made a payment of R695 on the 28 of June for a wifi installation, I was given a scheduled date but because of the weather, they couldn't make it which is understandable. But now my issue is it's the 16th of July now and I haven't received any update, I paid for a full months wifi which half of it has already gone to waste since it hasn't been installed yet. I want to know if I'll still have to make a payment for the following month because till now I haven't used a single bit of my wifi that I paid for. If I'm expected to make another payment for August even though I hadn't received my service this month, then I'll ask for a refund because this is insane.
