Bad hotspot experience

My neighbour has toomuchwifi installed and has the hotspot on his property so we buy vouchers to use the internet now every time he goes out he turns his WiFi of and the hotspot no longer works. I went to speak to him and surprisingly his unaware that the antenna is a hotspot, I've wasted money as he goes out on weekends and turns the hotspot of, why use you're customers power to run a hotspot from and not run it from an alternative source. Do you know how awkward it is having to go to you're neighbours house to ask him to turn on his WiFi when he doesn't understand how the hotspot works it's like asking someone can I please connect to you're WiFi you paying for for free!!!
