Worst Service Provider In the Whole World (and they have a monopoly so we do not have an option)

We ordered a Telkom ADSL and telephone line about 3 weeks ago. They arrived to re-install an existing Telkom line. We were excited. However, little did we know when they left that none of the lines were actually working. They did not even check that it was even working before they left. A day later, unaware and under the impression the job was done, we paid and signed a contract with another Internet Service Provider, but we have not been able to use their service, or make or receive any calls because our line does not work. A lovely Telkom man came to help us on a Sunday about 11 days ago. He re-worked the line (basically doing the job the other two men had seemed to have done but failed), but he could not get it to switch on at the motherboard or so in our area because the people that worked on it had knocked off early. He instructed us to phone Telkom to ask to send someone to quickly switch the switch. We have an permanently engaged telephone now, and still no ADSL line. Then we got sent a bill for August, but we have not even used the service that we are now supposed to pay for. I have since called Telkom 3 times to help - and apparently on the system it says that the problem has been fixed but it has not. I do not understand how for 3 weeks no one has had the decency or work ethic to check up on our line and get it to work, or to even send us a message to ask if it had been resolved. To make matters more frustrating, the landline that we used to make these telephone calls have now charged us exorbitant fees for each call - I thought a Telkom line to Telkom was free?? And each call left me hanging for 30 minutes for nothing, and the problem did not even get resolved. Please inform how any of this is fair? And how can you call yourself a service provider when there is no service that was provided?
