Worst Service ever

I have app**** now for the 3rd time for an ADSL line for my house, everytime they say its not possible or there is no infrastructure available but my Neighbour has a telephone line and ADSL??? i found a technician working on the Telkom box the other day and asked him what is wrong why does he think i cant get ADSL?? his response: \ there is a line available on this box and i installed a line the other day for your neighbour
