Why promise service but not easy to deliver

Telkom give you chance to apply contract or request call back from them online but hey it takes 5 weeks before they can come back to you,maybe when they are bored they call you,sometimes they just ignore your application,I wonder why is this happening,company like this can operate like they don't care !
