Why can I not get a landline?

I have tried on numerous occasions to apply for a land line. The package I am applying for is also not cheap. I spent an hour an a half in a store only to be told they cannot help me. I did 4 online applications, not response. Posted on facebook in December and got a call back yesterday, when I tried to do the application I was told they couldn't help me and would call me back. It's actually simple, I would like a landline and data services and have been trying for 2 months. Why is this the case? Incompetence across the board with no responsiveness at all. They advertise that they are a technology company but non of the online channels work, including the simple call me back or contact me form.
