What Once off Subscription and Where does it come from?????!!!!!

I just received my account and Telkom has added a R300 amount to my account for some sort of "Account Subscription", yet I have been using this account for a long time, yet I am shocked that I suddenly has been charged for an account subscription, even though my contract has been used for a while!!!!!! THis is theft...
