What does it take to get Telkom to fix a problem?

My phone has been out of order since mid-March 2015. This was reported a number of times and every time i receive a SMS indicating that the problem has been solved. Although I have indicated every time that whilst the Telkom line is in order as I have ADSL connectivity the \speech"-side is not working as whilst my phone rings when someone phones me the instrument on my side does not ring. In addition there is no dailing tone. Now how difficult is this for a trained technician to understand and rectify this?
