Waiting on an installation, for 5 months

I have app**** and had the go ahead for the installation of a Telkom 4mbps adsl line since October of 2017. I have since been waiting, when i call all i get is that issue is sitting with the cabling department. I contacted them in December and an installation consultant came to do the install only to find that the cables required for the functionality of the line are present in the area. Everytime i call they dont have a solution of any kind for me, i app**** for this as i was spending excessive amounts on data and calls.
