waiting for adsl

So i moved into a new house in Weltevredenpark Jo-burg in Dec 2014, i go to the telkom store in north gate to order adsl and i am told there are no available ports i must go on to a waiting list as they are currently putting in more ports in my area,i ask how long this will take and off course they don't know.Its now almost 3 MONTHS later and i am still waiting!!! So i see at telkom van in my street ,i stop and ask the tech if he is doing the new ports and he tells me there isn't even any PLANS to put in any more ports let alone a date when new ports will be installed,so is this \list"just a way to get a person out of the store?How is it possible to not have ports?and are new ports being installed or are they just lieing?"""
