Very poor adsl speeds

<p>We pay for a 4mb line - since recent "updates" to our area, we are now sitting with uploads and download speeds in the region of .54mbps</p> <p>:(</p> <p>How does that work? Can I also only pay 12,5% of my account at the end of month?</p>
