Very frustrated

I have been having endless problems with my Internet. Firstly they only offer 200 LTE points for uncapped. I have ADSL with a 4MB line, yet it never works at that speed ever, I don't even get 2MB. Why are they the only company to offer lines for ADSL, this makes them very arrogant, since they have no competition. We cannot even get fibre in our area since according to them there is not enough interest. I would think the lack of ADSL working as it should, should be motivation enough to upgrade our area.
