VAT calculations a few cents out - up of course!!!

On every Telkom bill I received to date for my company, the VAT calculation is a few cents out - funnily enough always a few cents too many (last 2 months exactly 4 cents). <br> <br> While working for a bank, I was made to understand that this was the easiest way to de***** millions of clients, who would not worry about the 4 cents, but multip**** by 1 million every month makes up a good monthly income for 2 or 3 programmers who have access to the Telkom systems and can shave off the \excess"VAT income to balance Telkom's VAT account to zero.<br> <br> Would be great if Telkom cared enough to correct my"
