Uselesss Internet every day from 5pm to 11pm !!!!

For last few years internet provided from telkom was bad. Problem now is that it went from bad to even worse! I would just like to know why in helderberg/stand/somerset west area . Between 5pm and 11pm we cant almost use our internet since latency and packet lost so bad that we rather go out and do something else! This is related on DSL and LTE network! Why shape and throttle the network so badly that really think we dont know about it? Why must i come home to useless internet each day? Going on for months now and you still dont fix! Talk to more than 10 people and they said its useless to ask telkom support to fix the problem!
