Useless Service and ADSL line

Apparently it is okay to have an upload speed of 0.32MBps on a 10MB line according to your consultant??

Since speaking to Ayanada who said he would reset the port, it is even worse 3.2 download & upload on 0.18

Please can someone sort this issue out ASAP
