Usage misreported to extreme levels

Last year January 2020 I upgraded my Telkom line primarily as a result of reaching FUP levels due to Telkom over-reporting my usage in December 2018.

This year Telkom report that my 4MB line has downloaded 200GB in a day, something that is physically impossible with ADSL (4MB can download 36GB in one day, if you do nothing else and you are provided with maximum speed which is not the case with contentions). So now I'm slowed down during peak traffic. I phone Telkom 10210 to try to find out how to report/fix this issue, and they advise me to rather phone sales. Is my usage being misreported to force me to upgrade my contract?
