UPGRADED to lower speed

<p>I upgraded (or downgraded - not sure what they call it) my ADSL line 2 weeks ago from 10mbps to 20mbps - I received a phone call last week that they cant do it. Since then the speed went down, Ive been monitoring the line speed for the last 4 days - 0.37mbps / 0.24mbps - this is how loadshedding started</p>
