UPGRADE PAID FOR WITHOUT RECEIVING IT

I've been with Telkom internet for the last 5 years. I requested to be upgraded from a 4MB uncapped to a 10MB uncapped line. After 2 months with no progress - sales says I'm on 10MB, technical says I'm on 4MB, but MY BILL IS FOR A 10MB (already deducted!).

Calling every day with nothing being resolved and getting the runaround for weeks.
