Upgrade from 2Mbps to 10Mbps and then to 4Mbps

First I asked Telkom to upgrade my ADSL line to 10Mbps. After the upgrade there were no internet connection. Then they could not rectify the fault in days then they the technician just down grade it back to 2 Mbps without notifying me. I log a call again to take it up to 4 Mbps this time. After done it the connection were back with a synchronize speed of 4 Mbps but my download speed is only 2 Mbps. ACCORDING TO TELKOM this speed should be in the range of 3.5 Mbps for download. Up till now Telkom still struggles to rectify the problem after so many attempts. I did log so many calls and with no luck. Why paying for 4 mbps and only get 2 mbps download? Are there any competent people available to rectify this problematic?
