Unstable internet

Overcharged on first invoice for fiber. I've been charged from April when the order was placed. Installation took place on 18 August. Reported on line and per telephone. No report back or adjustment. Line speed should be 25mbps download bur I only get 0.02mbps and upload is 5mbps and I get 0.01. Message came up all the time "unstable internet".
