Unreasonable billing

I have a problem. Isn't it a norm for creditors to track the creditee's bank account to debit the agreed upon amount, should payment be delayed for whatsoever reason? Telkom has processed payment made a day late but still added their rejection fee that has not been stated on the contract. Is kind of day light roberry is this?
