Unprofectional Business

I need help as I tried to take a contract through Telkom and upon delivery they delivered wrong device. I rejected it but a month later invoice started coming till to today. ive called all call centers and the keep sending me to another department. im been put to a debt collect now for a product ive never used. how do I resolve such issue. I have a waybill proof that I did not take the product.
