Unfairly blacklisted

I opened an account with Telkom mobile in 2013 I've lost my job then couldn't pay it again, in 2016 credit amnesty act was implementation n it was removed from my name I check my credit report to see that Telkom mobile has added itself on my report dropping my credit scoring which isn't allowed according to credit amnesty act
