Undelivered Mobile contract phone

<p><span style="font-size: 14px;">On the 20th of December 2016,I app**** for a contract mobile phone, the application was went through and days later I was billed. The phone has not been delivered but it's already been activated on the 30th December last year. When I try calling the call center it's either I'm placed on hold for more than 45 minutes or they hang up the phone. If nothing is resolved today I'm escalating the matter forward...</span></p>
