Uncapped with NO THROTTLING a lie!!!

So I received with my latest invoice some info or ad stating the following It says Uncapped with NO THROTTLING I have a uncapped 10meg line and I do understand the fair usage policy , however When I called customer care why I am being throttled the team leader I eventually spoke to explained to me that I am in fact not being throttled explaining that throttling is for capped lines when Telkom only allows you access to certain sites once you monthly data bundle is used up.(that’s he’s understanding of what throttling means) According to me and the dictionary meaning of the word Throttling means ‘ Bandwidth throttling is the intentional slowing or speeding of an internet service by an Internet service provider. It is a reactive measure employed in communication networks to regulate network traffic and minimize bandwidth congestion. Bandwidth throttling can occur at different locations on the network.’ Which in plain English means ‘reducing speed of connection’ I would like to know why my line speed is still slowed down under the FUP even though the ad clearly states that it won’t be. If fair usage policy still applies then I would like to know who is benefiting from the statement in the email/ad saying “we will not reduce service speeds no matter how much data you consume” My line is currently being throttled because of Fair Usage policy which is based on the amount of data I use. So please explain.
