Uncapped ADSL but my line is throttled to 256Kbps

I have an UNCAPPED ADSL line so why is my ADSL line being throttle to 256Kbps, when I phone your helpdesk I'm being told by your helpdesk agent that it's because I've used more data than my neighbors. I then asked your Agent for a proper uncapped solution and I'm told that's all they have and if I don't like there products then I must find a different service provider.

What great customer support Telkom, I will now use your agents advice and look for a different service provider.

Definition of Uncapped?
Uncapped ADSL refers to an ADSL account that has no limit to the amount of data that can be downloaded for that line speed.

Telkom's definition of Uncapped:
Because you've used more data than your neighbors we will now have to throttle your line to a speed of 256Kbps until the end of the month.
