Unacceptable Payment Rejection Fee

Telkom is charging my Cellular Account a ridiculous & totally unacceptable "Payment Rejection Fee" R 202.70 TWICE for a Debit Order that was returned unpaid. I have paid for that ridiculous "Payment Rejection Fee" why am i being charged TWICE. THIS IS REALLY UNNACEPTABLE. PLEASE RECTIFY THIS.
