Think im stupid

So i had a 4mb line speed for a few months and decided to upgrade to 10mb speed. The upgrade was done and the first week i had a stable download of 1mbp/s sometimes 1.2mb/s. Suddenly it dropped to 800kb/s and the next week 7kb/s and now im at 500-****b/s and 700kb/s on a good. day. So how can that be that every week it gets slower? How can you send me an invoice to pay for 10mb speed if thats not the speed im getting? Dont try and educate me on the matter as i work in IT so i know how it works. I want everyone reading this article to please go check your download speeds. For example: if you pay Telkom for a 1MB line your download speed should be 100kb/s, 2MB line speed 200kb/s, 4mb/s 400 kb/s etc etc etc. In my case i should get 1MB/s on a 10 mb line. So again please send your technician so i can show him the line speed im getting. And dont do anything again where my line go's offline for a week. Do your job so that my line will stay online. Im not paying if my line is not working, im not paying for a 10MB line if im actually on a 6MB line. thats called *****ing in my eyes.
