Terrible Internet connection for many months now

My internet issue is still not resolved. My connection is still poor. Its been this way since November last year with a few good days maybe accumulating to a week or two. Last night my ping reached over 2000ms. Today my speeds are 0.21mbps. I've been patient for long enough. Wealthier areas are getting fiber but we can't even get a proper working connection.
