Temporary cable repair

Hi there, Over the last year or two when reporting a Telkom line problem or very slow internet speed and a technician has come to repair a fault on the cable on our wall it’s always a patch up job. Cables are never replace just taped up with some tape and hopefully it lasts. My internet speed is terribly slow and I'm not sure if it’s related to the patch work job where wires are exposed due to the tape coming off or because the cable should have been replaced and was’nt done so. Is it saving on Telkom’s side or lazy technicians that cannot be bothered.
