Telkom's Service is Poor

I have been using telkom as a internet service provider and they service is really poor. I'm paying for a 10 meg line and it permanently sits on 4 meg. I've called on numerous occasions and their answer is consistent " it's the area thst I live that has bad reception". I keep on asking them why didn't they advise me beofr taking out this package. Their answer " you should have before doing so". Im paying for 899 pm for something that does not work.
