Telkom's poor service

I have a 20 Mbps fibre line with Telkom. When I try to stream a Netflix movie, I cannot because my line speed is actually 5Mbps!!!! I am doing a line speed test and it test 5 Mbps and NOT 20 Mbps what I pay for.
