Telkom`s new way of money making even if you live day to day

After several disputes nobody is solving this problem, Then I moves from Mossel Bay to George, When I ask what will be the quickest to get a line in George Telkom say a new line, on the 4th September I cancel the Mossel bay line one month notice this will say on the 4th of October that month is over, I already paid that one month notice bill but on the end of October they charge me again and now they told me the charges will be reversed on the end of November, this will say Telkom have R3000 from me and they don't give it back?
