Telkoms new tactic on holding fiber lines to ransom

so im moving to a new residence which has a vumatel line . The previous tenants have assured me that the line is cancelled with Telkom and they have a cancellation letter. i have now tried in vein for the last week to get a fiber connection. Vumatel and Vox have told me the Telkom is still holding the line. so i call Telkom to find out whats happening. so 15min on hold to fiber line cancellation to find out "oh no sorry" the person who holds the account has to call and follow up with the cancellation yet this person already has a new fiber line and moved out of the premises in February 2019 and is not willing to help me with the cancellation letter as why would they, this is SA and generally most people are nasty. so now i sit with a vuatel fiber line that telkom is holding ransom and cant get internet access. how exactly can this be possible.
