telkom's a terrible service provider

i have for a week now been suffering from the same problem as usual, instead of getting the speed i pay for which is 4mbps or anything close i get 0.46 mbps and i am supposed to pay for this type of connections in two days. isn't there an alternative to this bad service.telkom is sabotaging my work.
