Telkom/Homecloud solutions

Why is it that Telkom still supports the bad **********/blatant ******* service suppliers like Homecloud solutions,which is an ISP of Telkom????????? Everyone is having an continuous problem with the ISP provider and yet telkom still keeps them as a supplier???????all there contact details are unreachable,emails never get answered unless its abou a new service requirement.complaints of service are ignored and recharges of account data is billed to your account/paid for buy cc card and not added to your account,but nothing is done to the company ............why are they above the law of service which is required to be a Telkom ISP provider.
