TELKOM YET AGAIN

I have officially reached my widths end with Telkom. A fault was logged on the 4th February, Reference number is: 616CRK040216. This fault was logged for a noisy line. A technician came out and assisted. A month later, we receive a charge of R239,75 for an UNNECESSARY CALL OUT FEE. According to one of the agents at Telkom in Southgate, before logging a fault, the device would need to be taken to the nearest branch to be tested. HOWEVER, in this case, the line was noisy, so I would now like to know was i supposed to rip or cut the line out and bring it to Telkom to be tested? The fault was not logged for a DEVICE issue, it was logged for a NOISY LINE. My second issue is why this UNNECESSARY CALL OUT FEE was not on the 12th Feb invoice? Why a month later? Lastly, for any LANDLINE fault issues, will an UNNECESSARY CALL out fee be charged all the time? If fault reporting is part of your servicing, why must it be charged for an labelled as unnecessary? I will not be making a payment of R239,75 for this so called unnecessary call out. How clients are supposed to get their lines tested beats me. You are by far the worst service provider I have ever had to make use of.
