Telkom worse than ever before

I have had a problem with my ADSL since last year. Telkom has not made any real effort too fix my line. My line speed is far below what it should be. I havr asked many times for help and all I get is a notification that says my service has been restored. It has not at all. Now this month I am charged for a call out fee when the line problem is telkoms fault and lazyness too fix properly. You charged me for your mistakes. I will not pay anymore at all until my service is properly fixed.
