telkom wants me to pay for a phone that does not work

I got a landline with telkom .in October i made a payment of R815 .The landline does not work i have reported it several times and nothing has been done about it .now i am expected to pay R885.39 for a phone that does not work .what exactly am i paying for ? they dont want to give me a breakdown of the bill .
