Telkom very bad service

I am still having a huge problem with my adsl line I am not far from the exchange and was told also when I upgraded that I would get a speed above 3mb and a good upload. I have been struggling now for more than 5 weeks with this and really all that I am getting is technicians telling me what the problem is and telkom not willing too fix it. They just keep on sending technicians for the same results everytime. Fix the problem. I am not paying for nothing.
